With reference to Hong Kong telegram of 30th

September to Secretary of State. In view of the

supposition that the pirates embarked at Singapore we must move a little carefully, but if we have not already taken action, we should, while reserving the liberty to make further representations when the facts are fully known, call attention of Canton authorities to this

diabolical outrage and urge them to take immediate

steps to trace and root out pirates at Hong Hoi.
